I have examined the accompanying Ordinance, entitled

"An Ordinance to abolish Transportation and Penal Servitude and to substitute other Punishment;" in lieu thereof,

and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.

This Ordinance was introduced in consequence of instructions contained in a Despatch from the Secretary of State, No. 079 of 10th December, 1886, and after consultation with the Chief Justice.

It enacts that hereafter no person shall be sentenced to transportation
